This month's Tard of the Month is the State of Pennsylvania's Dept. of Highways, which
closed off one lane going each way for a 5-mile stretch of Route 23/30 between Pittsburgh
and West Virginia for construction.  As you can see, they dropped the speed limit down to
35 mph from the usual 55 mph on this highway.  And as you can also see, there's nobody
working!  5 miles of construction barrels and not a single worker actually doing anything
to the road!!!  These pictures were taken on a Friday, which (the last time I checked) is
a working day!  Taxpayer dollars at work!
